I think what you've gotta do is ask yourself, "What am I trying to accomplish?"
Think about the underlying theme of your build (no that it's got to be completely purpose driven) and then look for the skills that help you accomplish that.
As it is I see Blood damage with a little degen and that honestly makes it look like a PvE build.
Lke I said I would say look at what you've got on your bar and the other skills you have unlocked and try to find things that work with one another to get you to your goal. Is your goal damage? Are you trying to creat corpses to then Consume? With those things in mind you should be able to flesh out the build with several runs through RA. That's the method I used to flesh out my Mesmer build, I had a goal (to feature Backfire as my main skill) and I worked and worked in RA to perfect it until i found a build I enjoyed playing.

I think that if you want to use teleporting to your advantage, you're going to have to manipulate your target so that they die in a place that you want them too.
This would mean targeting an enemy that is farther away from potential harm.
In this situation, you become a character who will likely kill casters and other long distance foes. On the same token Consume Corpse says teleport to nearest corpse. This is fairly random.
I honestly would not focus on Consume Corpse as the focus of your build namely because of how erratic it is. I'd think of it as more of an incentive to deal dmg to a target en masse. Also, be aware of enemies your allies kill.
You may teleport to that corpse instead of your intended one if not careful.
And I'd suggest domination magic to aid your blood spiking. There are a number of skills that will not only allow you to better hurt your enemy, but cause them to hurt themselves.
If your attacking casters, back fire + blood spike can be amazing. Empathy isn't as effective, as it doesn't deal as much dmg per hit.

By the way, personally I think Vampiric Touch is a horrible skill. Touch range + 15 energy cost is no go for a necromancer, even if they're wearing Tormentor's. (I forget the name of that armor, forgive me if I'm' wrong.)
Consume Corpse is too dependant on your surroundings, methinks.
Blood spiking is a name of a "build". I'll let other people explain what that is =.=
The spike spells there are (good ones): For example, Shadow Strike. Vampiric Gaze. I'm not experienced in this region, so I can't really help much here.
You could try using Echo {E} and Arcane Echo to duplicate your S. Strike and Gaze. Just a thought.

Echo {E} works on anything.
Arcane Echo works on spells only.

Other juicy blood/dom spells to consider are Mark of Subversion or Shame (for enemy monks), Diversion (for skill spammers), and maybe a Soul Leech/Backfire combo. You can't take them all of course! ;p
Consume Corpse is great for a life and mana boost after every kill, so stick with it - you can deny enemy necros corpses with it, but respect any allied necros if you don't need the corpse and they can use it somehow... a minion, a well, etc.

If you wanna run something thats isnt really that hard to play, but still can do pretty well, try my build. I run this in the CA:
Blood 16 (12+1+3)
Soul Reap 13 (12+1)
Armor doesnt really matter, Scars or Necrotic/Tormentor
20/20 Blood Staff with +5 armor and Blood magic +1 (20%)
Dark Pact,
Shadow Strike,
Vampiric Gaze,
Blood Renewal,
Life Transfer [e],
Mark of Subversion,
Strip Enchant,
Rez Sig.
The 1st 3 are mainly for direct damage, the rest is for staying alive and anoying your enemies. Mark of Subversion is awesome for spiking monks or lauging your ass off when a W/Mo tries to use Healing Breeze to counter Life Transfer. Strip Enchant is good for, well, stripping, and a good 120+ hp heal. I use Blood Renewal mostly before battle and when there's like a few secs before Transfer ends.
